Its called a razor cut, and is done with a strait razor...it would be very difficult to do it yourself....

Print out the pic and take it to some local salons. I am sure someone will know how to cut your hair like that. I wouldn't recommend doing it yourself, if you mess up then you can't really try again.

Actually copying people in general is just stupid, and people will think you're a poser.

Now, knowing what you want and searching for a picture of it to explain to your hairdresser is different.

Anywhow, it looks razor cut, either that or he just uses a lot of product. It kind of depends on the texture of your hair, mine was supposed to be razor cut, but because of the texture of my hair, It was just cut with scissors. So, basically I advise that you just ask whomever normally cuts your hair.
